From Development Agreement: SSRC agrees to partner with the city to conduct a GTC shuttle permitting feasibility
analysis to conduct stakeholder engagement, develop a business plan, and draft
operational documents to create and implement a program to regulate and limit the
number of shuttles entering and using the GTC. This study shall be started by
November 1, 2025 and completed by April 1, 2027. SSRC agrees to pay for half of the
cost of the study.
