pressure and water uplift. Retaining walls shall be designed for a safety factor of 1.5 against lateral sliding and
overturning. Provide engineered design of retaining wall shown in plan framing the exterior stairs in Site Plan
and Sheet A02.00 and in elevation on Sheet A03.00 of approximately 10-feet. The engineer in responsible
charge of the design shall verify in writing if special inspection is required by IBC Section 1704 to include
retaining walls, specifically MSE as applicable. The inspection program shall designate the portions of the
work that require special inspection and the name or names of the individuals or firms who are to perform the
special inspections, and indicate the duties of the special inspectors. Special inspectors shall be employed by
the owner, the architect or engineer responsible for the design, or an agent of the owner, but NOT by the

The value as shown in table on Sheet A0.00 calls for a minimum of R-10 insulation from the top of the slab downward 48" without gaps. Please show this along with brick veneer without gaps to protect the insulation’s thermal performance on the plans.

The Building Department (Todd Carr) and City Engineering (Scott Slamal) performed a site inspection today based on complaints and concerns about Public Safety from the property owners to the north ease directly adjacent to this project, concerns related to over-excavation along the property line. This project has not had a Legal Contractor of Record since 04/28/2023, the Building Department received an email from the owners representative and owner stating to remove Vaussa Construction on 04/28/2023 and for us to add Salt Box Construction, however we have never received notification from Salt Box accepting legal responsibilities as the contractor, therefore this permit should have been Revoked on 04/28/2023. At this time the permit has been revoked until such a time a Contractor who is certified in Routt County takes on legal responsibility for the project.
The Building Department is placing a Stop Work on the project at this time until the following items are resolved and corrected, once all work has been completed per the corrections listed below we can allow work to continue with the footings and foundation. At this time only excavation work may proceed and stabilization and safety work.
1. Must have a Certified Residential Contractor accept responsibility for the project, and email the building department to accept responsibility.
2. The excavation cut has crossed the physical property line toward the back of the property close to where the dumpster sit's on the neighboring property, it has broken off a piece of the asphalt driveway in this location, it also has caused the existing blacktop driveway to buckle and crack and deflect a little towards the property under construction. Additionally the safety fence is not installed anymore along this cut, but rather laying on the ground offering no fall protection to the excavation cut performed on this property. We are requiring you to work with our Contractors, and ensure the excavation work is completed and corrected in accordance with OSHA regulations and stabilized to ensure the neighboring property is not compromised further or a collapse of the cut were to take place. The neighboring property has a lot of vehicles the enter and exit this driveway, along with a trash truck that would pick up the dumpster, it's the Owners/Contractors responsibility to ensure safety is met and excavation work is done in accordance with OSHA regulations. We are requesting you work quickly to resolve the current conditions on the site, and request you contact the property owner adjacent to this site to gain permission if you have not already to perform safety work on their property to install a proper fence or barricade to protect against fall protection. Additionally it appears you have pulled out a black 4" conduit that may have either electrical or technology cabling inside of it, this must be placed back into the cut when you perform proper backfill and compaction work. Additionally you will need to restore the damaged asphalt driveway prior to obtaining a TCO on your project, but as soon as practical after all backfill work has been completed after the foundation walls have been poured.
Please contact Scott Slamal and Todd Carr for a re-inspection after the safety measures and stabilization work have been completed, so we can perform a site visit and provide approval for footing and foundation work to continue.
